        STAFF WRITER

For the third time in two years, voters rejected a bond measure that would have paid for an expansion program and state-mandated seismic upgrades at Tri-City Medical Center in Oceanside. Officials in the public health care district, which serves most of Oceanside, Vista and Carlsbad, said last night that they were devastated by the results.
